Newbie question

When the installation of the Enterprizd edition completed
there was a message as follows
Setup could not initialize the report server. You must
manually initialize the report server beforeusing it for
the first time. For more information , seethe Reporting
Services setup documentaion.
I looked through the readme doc bit did not see anything
about this. Can anyone tell me what this means?I found the command window command to initialize the
report server
rsactivate -c"%installdir%\Reporting
Services\ReportServer\RSReportServer.config"
It reurned a message saying that
" Failure to start the web service. The Report Server
Web Service has not generated a public key. The
Servermay not have started sucessfully. Check the log
files for more information.

>|||I believe the documentation states that you aren't supposed to have to
activate and install of RS unless installing in a web farm configuration.
However, I ran into this problem when installing a non web farm install of
RS.
I was able to overcome this by accessing the report manager or report
service with a user account that has administrative priviledges. Initially,
I was using a lower priviledge account to execute reports programmatically
which was failing. Once I hit the service with an Admin account, it
activated and then my lower priviledge account worked fine after that for
what I needed it to do.
